（比如有一座）方圆三里的内城，方圆七里的外城，从四面围攻它却不能取胜。采用四面包围的方式攻城，一定是得到了有利的天气时令，可是这样却不能取胜，这是因为有利于作战的时令气候比不上有利于作战的地理条件。
